The state of Idaho is modernizing their drivers services database this week. Their MVR services will be unavailable until August 13th, 8:00AM MT.

The District Court in Lowndes, GA has experienced search delays due to this court's decision to switch computer systems. Currently, there is incomplete data on the public access terminals. In order to obtain a complete search data will need to be re-entered manually by court personnel. Please know our primary concern is accuracy of information so we are monitoring the situation continually and will update as soon as possible. Please expect extended delays.

Washtenaw, MI & Oakland, MI court delays

In both Washtenaw and Oakland, Michigan jurisdictions, the court has implemented changes to the information available on their public access terminals. This change has significantly limited the year search scope availability.

In order to perform a comprehensive complete criminal background search, we must utilize the court clerks to perform the searches. Currently, the turn-around-time for the searches out of Washtenaw and Oakland jurisdictions has increased by a minimum of 2 weeks because the clerks are handling a large volume of search requests. At this time, there is no date provided for when the public access terminals will be restored.

The EU-U.S. Privacy Shield, on July 12, 2016, was adopted by the European Commission, establishing a data transfer mechanism between the two regions. The EU data protection authorities indicated in a recent statement that they will hold off for at least one year on any new challenges to the EU-U.S. Privacy Shield. The U.S. Department of Commerce launched its Privacy Shield website where organizations can begin self-certifying to Shield on 1 Aug. CARCO has been diligently working with counsel to be prepared to certify as soon as possible after August 1. Addendums to existing contracts between CARCO and our clients may be required to attest to the provisions of Privacy Shield and those will be sent out in the coming months. Guidance for Completing New Form I-9 (Employment Eligibility Verification Form)

For our clients who utilize CARCO's Electronic I-9/E-Verify solution, please note the following updates from U.S. Customs and Border Protection (CBP) regarding Form I-94. CBP recently announced an interim final rule (IFR) in the Federal Register to automate Form I-94. Non-immigrants traveling to the US by air or sea will no longer need to complete a paper Form I-94. The interim final rule will be effective Friday, April 26, 2013.

What Clients Should Expect:

  • Foreign travelers will be directed to visit to obtain and print out an electronic Form I-94. (website currently inoperable) Employers will be presented with a computer generated printout of the applicants I-94 card. Which is the "functional equivalent" of the paper Form I-94.
  • Individuals who enter by land or require a secondary inspection as asylees, refugees and parolees will be provided a paper copy of Form I-94 by a CBP officer.Please keep in mind as the employer you will continue to see the small white card affixed to the foreign passport as CBP is not completely doing away with the I-94 card.
